According to the Opinions of The General Office of the State Council on Solving the problem of Registration of persons without household Registration out of wedlock, persons without household registration who give birth out of wedlock or their guardians may apply for permanent household registration and pay social maintenance fees in the family planning department by means of the Medical Certificate of birth, the household registration book of one parent and the description of unmarried birth, in accordance with the policy of voluntary settlement with the father and mother.
According to the Opinions of The General Office of the State Council on Solving the Problem of Household Registration of Persons without household Registration outside the policy or out of wedlock, a person without household registration who gives birth outside the policy or gives birth out of wedlock, he or his guardian may present the Medical Certificate of birth, the household registration book of one parent, the marriage certificate or the instructions for giving birth out of wedlock, and follow the policy of voluntary household registration with the father and mother. Apply for permanent residence registration and pay social maintenance fees at the family planning department. Applicants for non-marital births without household registration with the father must provide a paternity test certificate issued by a qualified appraisal agency.
Persons without registered residence without a birth Medical certificate. If a person is born in a midwifery institution without household registration, he or his guardian may apply for a Medical Certificate of Birth from the midwifery institution. Persons without household registration who were born outside the midwifery institution shall, by themselves or their guardians, provide a paternity test certificate issued by a qualified appraisal institution and apply for a birth Medical Certificate from the institution entrusted by the county health and family planning administrative department to be settled in the locality.
