The marriage certificate can be handled in the Civil affairs bureau where the permanent residence of either party is located, and there is no difference, but if it is not the residence of either party, it is not possible to handle marriage registration.

Both men and women who need marriage registration should take their household registration books, ID cards, three-inch photos, and proof of marital status to jointly apply to the marriage registration office of the district or county civil affairs bureau where one party's permanent residence is located. And at the time of registration signed with the other party does not have a direct blood relationship and within three generations of collateral blood relationship signed statement, if the marriage registration does not belong to the permanent residence of either of the men and women, then it is not possible to carry out marriage registration.
Where a Chinese citizen marries a foreigner in the Mainland of China, or a mainland resident marries a Hong Kong resident, a Macao resident, a Taiwan resident or an overseas Chinese in the Mainland of China, both the man and the woman shall go to the marriage registration office in the place where the mainland resident has his or her permanent household registration.
2. Procedures for marriage registration
(1) Both men and women who are required to register for marriage together with the required documents go to the marriage registration authority of the district or county-level city Civil affairs bureau (or town people's government) of one party's permanent household registration, each fill out a Declaration of Application for marriage Registration, and sign a signed statement that there is no direct blood relation with the other party and no collateral blood relation within three generations
(2) The marriage registration authority shall review the documents and statements submitted by both parties and shall grant registration if the conditions for marriage registration are met.
3, the issuance of marriage certificate: after the conditions are met, the registration is given and the marriage certificate is issued.
