The civil affairs bureau where the couple's household registration is located handles the marriage, that is, the place where the man's household registration is located or the woman's household registration is located, and not any local civil affairs bureau can handle it. Article 4 of the Marriage Registration Regulations: When mainland residents marry, both men and women shall jointly go to the marriage registration office where the permanent residence of one party is located for marriage registration.

Article 4 of the Marriage Registration Regulations
When a mainland resident marries, both men and women shall jointly apply for marriage registration at the marriage registration office in the place where one party's permanent residence is located. Where a Chinese citizen marries a foreigner in the Mainland of China, or a mainland resident marries a Hong Kong resident, a Macao resident, a Taiwan resident or an overseas Chinese in the Mainland of China, both the man and the woman shall go to the marriage registration office in the place where the mainland resident has his or her permanent household registration.
2. Materials required for marriage registration
(1) Couples applying for marriage in China must be both men and women in person to the marriage registration office where one of the registered households is located to apply for marriage registration. Things to prepare are:
(1) Household records of both parties
(2) Identity cards of both men and women
(3) There are three photos of the two of them recently
(2) If Chinese citizens and foreigners apply for marriage within the territory of China, both men and women must personally apply for marriage registration at the marriage registration office where the Chinese citizen's household registration is located. Chinese citizens and foreigners applying must prepare the following documents:
(1) Chinese citizens must hold:
My ID card and my household register
Proof of marital status presented by the unit or place of residence
(2) The documents required of foreign nationals are:
Your passport or document proving your identity and nationality
A foreigner's residence permit issued by a public security organ in China
The basic information and marital status certificate issued by the residence or work unit
(3) Foreigners are required to possess the following documents:
Personal passport, or proof of identity and nationality
Residence permit issued by the public security organ of our country
The marital status certificate issued by the Ministry of Foreign Affairs of the country and the embassy and consulate of China in the country
