In the Marriage Registration Regulations, there are some standards for marriage certificates. If a mainland resident obtains a marriage certificate, both men and women should go to the Civil affairs bureau where one of the parties is registered. Where a Chinese citizen marries a foreigner in China, or a mainland resident marries a Hong Kong resident, a Macao resident, a Taiwan resident, or an overseas Chinese in the Mainland, both parties must register their marriage with the Civil affairs bureau in the place where the mainland resident has his or her permanent household registration.
