According to Article 4 of China's Marriage Registration Regulations, both parties to the marriage registration must jointly apply for marriage registration in the registered place of one of the parties, and cannot apply for marriage certificates in different places.

3. Both parties who meet the marriage conditions and are willing to marry each fill out a Declaration of Application for Marriage Registration, and sign and fingerprint the declarant.
4. The parties retell the contents of the declaration on the spot, and the marriage supervisor acts as the oath supervisor and signs the column of the oath supervisor.
