In October 2003, the country promulgated the new Marriage Registration Regulations, which abolished the mandatory premarital physical examination provisions in the Marriage Registration Management Regulations and the Maternal and Child Health Care Law. Since then, premarital physical examination has become a voluntary choice, and whether to undergo premarital physical examination before marriage depends on the wishes of the parties involved. Even if premarital physical examination is not conducted, a marriage certificate can still be obtained.
The process of obtaining a marriage certificate
1. Prepare relevant materials
Both parties' household registration books, ID cards, signed statements stating that they have no spouse and no direct blood relationship or collateral blood relationship within three generations with the other party, and three recent two inch half body bareheaded photos (can be brought or taken on-site). In addition, those who remarry need to bring a divorce certificate or other divorce proof materials

2. Go to register
Both parties shall bring the above materials to the Civil Affairs Bureau of one party's permanent residence to handle the marriage registration.
3. Fill out the declaration form
After arriving at the Civil Affairs Bureau, each person needs to fill out a "Declaration of Application for Marriage Registration", confirm that the information is correct, and sign it under the witness of the marriage registration officer.
4. Staff review
The staff reviews whether the documents carried by the newlyweds are complete, whether there are any errors in the information filled out in the form, and asks whether there are any situations where the newlyweds are not suitable for marriage in terms of marriage intention, mental state, and blood relationship status.
5. Provide registration results
After passing the review, the staff will quickly complete the registration procedures and issue the marriage certificate. If it is found after examination that there are circumstances that are not suitable for marriage, the staff will explain to the newlyweds and they will choose a new date to handle it again.
