To apply for a marriage certificate for a collective household registration, one needs to carry his/her ID card, the Permanent Population Registration Card, and the signed statement that he/she has no spouse and has no direct blood relationship or collateral blood relationship within three generations with the other party to go through marriage registration with the civil affairs department of one party's registered residence. If there is no "Permanent Population Registration Card", the party concerned shall first go to the civil affairs department of the registered residence to issue a registered residence certificate, and then go to the civil affairs department with the above certificates to apply for a marriage certificate.
