Hair dye can be used to obtain a marriage certificate. The Ministry of Civil Affairs has only made clear regulations on the size and background of marriage certificate photos, and has not made any requirements for hair color. Therefore, couples can dye their hair when taking marriage certificate photos, but the hair color cannot be too exaggerated. In addition, the background color of the marriage certificate photo is usually red, and the dyed hair color should avoid color collision with red.
