Two people with the same surname can get married. There is a marriage custom in China called 'same surname, no marriage', which holds that marriage is not allowed between people of the same surname. In fact, this is also a measure to prohibit consanguineous marriage. However, there may not necessarily be a blood relationship between people with the same surname. Modern marriage laws do not stipulate that people with the same surname cannot get married, so people with the same surname can also get married, provided that there is no blood relationship between the male and female parties.
